The Ian Roberts Case: Illegal Alien, Illegal Voter, and the Failure of Maryland’s Election System

The dramatic arrest of Dr. Ian Roberts, the superintendent of Des Moines Public Schools, by U.S. Immigration and Customs Enforcement (ICE) has exposed more than one scandal. Not only was Roberts living and working in the United States without legal authorization, but he has also been listed as an active voter in Maryland for more than a decade. That single fact should alarm every American who cares about election integrity.

A Man Out of Status

Roberts, a native of Guyana, entered the U.S. in 1999 on a student visa. ICE reports that his visa expired years ago and that he was the subject of a final removal order issued in May 2024. ^{U.S. Immigration and Customs Enforcement.} Despite that, he held the top leadership position in Iowa’s largest school district. ^{ABC News}

The arrest was striking: Roberts allegedly fled from a traffic stop, abandoned his vehicle, and was later found carrying a loaded handgun, a fixed-blade hunting knife, and $3,000 in cash. ^{ABC News} Federal prosecutors have since charged him with being an “illegal alien in possession of firearms.” ^{ABC News}

It is deeply disturbing that a man with a removal order and no valid work authorization could rise to such a position in public education -completely overlooked by hiring boards, background checks, or district oversight. ^{ABC 7 Los Angeles}

The Maryland Connection

While Roberts’s misconduct in Iowa is horrific enough, the implications for Maryland are equally alarming. Reports show that Roberts is listed as an active voter in Maryland, registered as a Democrat. ^{Fox News}

Maryland’s State Board of Elections (SBE) claims that, though Roberts is registered, he has never actually cast a vote in Maryland. ^{CBS News} But the fact remains: how did a noncitizen avoid detection and remain on the rolls year after year?

Delegate Lauren Arikan of the Maryland Freedom Caucus says she uncovered the registration. She asserts that Maryland’s lax policies enable this kind of fraud -pointing to the fact that Maryland issues non-compliant driver’s licenses and IDs to people without legal status, which may allow them to falsely trigger voter registration. ^{Fox News}

The SBE claims it cannot confirm or deny Roberts’s status due to privacy rules and insists it uses secure maintenance procedures for the rolls. ^{CBS News} That response is wholly inadequate.

Broken Rolls, Broken Rules

Every illegal registration undermines the voice of a lawful American voter. A system that allows even one noncitizen to slip in is not merely flawed -it is broken. The Roberts case is not an outlier; it is a symptom of institutional neglect and a refusal to enforce basic prerequisites of citizenship at registration.

If a man who had overstayed a visa, faced removal, and had no legal authorization to work can somehow wind up registered in Maryland’s system, then the question becomes: how many more like him remain undiscovered?

A Call for Real Accountability

Marylanders deserve accountability -not vague disclaimers. The state must immediately comply with the repeated requests from the U.S. Department of Justice and from Maryland Attorney General Harmeet Dhillon to turn over the full registration database. Additional steps must include:

1. A forensic audit of the entire Maryland voter roll to identify improper registrations.
2. Implementation of document-based proof-of-citizenship checks during registration, rather than relying solely on attestation.
3. Automatic removal of registrants who cannot validate their eligibility, especially those flagged by databases such as immigration records.
4. Transparent reporting to the public about how many suspicious registrations are found and how they are handled.

Anything less is a dereliction of duty and a betrayal of the principle of “one citizen, one vote.” Maryland’s voters demand more than platitudes -they demand tangible reforms.
